I don't think this pick has any implications when it comes to CIR. Remember, it's the Senate that has to decide when to act on immigration. It's not like Obama is going to veto an immigration bill because he doesn't need to coax Hispanics anymore.
This might have been a political pick, but not for the reasons you mentioned. I think that one of the reasons he picked her was because he knew that she would essentially cruise through the nomination process. Look at how Republicans are reacting. McCain is praising her and even Sessions is staying neutral at the moment. Just imagine how they would have destroyed someone like Elena Kagan or Janet Napolitano in less than 24 hours.
And the biggest reason he picked her is because she's extremely qualified. I mean she graduated summa cum laude from Princeton and went on to excel at Yale as well.
