I think that Congressman Gutierrez has been extraordinarily outspoken about the issue, and when CIR is enacted, he's one of the people who should take credit for it.

If we only had the House, health care, immigration, and energy reform would have passed a long time ago. The Senate is useless, and it's really unfair since it gives too much power to people whose states are smaller than LA county.
