When (because it's not an "if"), CIR passes, instead of legalization for all, it might be: first, legalization for students. They'll enact DREAM first, then the rest. I've been thinking that this may be the only way for anything immigration related to pass in 2010. The Dems are not stupid. They will not push a bill if they don't have the votes for it. And that means if CIR is going to crash and burn, they will not push for it. And even if they do, they'll have to pick up the pieces and move on from there by passing piece-meal legislation.
I think more than likely a bill dealing with border-security, DREAM Act, and AgJobs will pass. That way they can keep their pro-immigration constituents happy.
