I think that the truth is that no one seems to know if DA would stand a chance by itself or not...
I don't think they'd want to add it to the Education bill, cuz that would still cause polemic with Republicans and the more conservative Americans, who'd just argue that we'd be "stealing the place of American kids" - as if. Hah.
