The way that I've understood it, it's gonna be an ID card that may be included in CIR that would require EVERY person that wants to get hired, to have one. It will include your fingerprint and other information. Think of it as drivers license, but instead of being able to drive, you'll be able to obtain a job ("work license"). No ID, no job.
