Sadly many Americans are too paranoid that "Big Brother is watching."

The current cards aren't tamper proof and people get their identities stolen every minute. If Schumer and Graham can present this as something to not only eventually help us (the undocumented), but as also protecting Americans from fraud and id theft, I think this could still work.
