Nothing wrong with McCain's bill. As long as it precedes some sort of legalization. Why can't Schumer & Graham cooperate with McCain & Kyl and consolidate the whole thing? Go ahead, make the enforcement 1st priority even make it the only part that will go in effect the first year, legalization can come in second. In all honesty, I think by introducing their own bill, McCain and Kyl trying to tip off that they're still interested in some sort of reform. If only they could work all together!
