The only reason why Republicans keep saying his will not happen this year is because :

1) If they all vote Nay they would lose the entire Latino Vote, so knowing that some republicans will actually vote Yes, they are scare this law will pass making it a democrat win.

2) Republicans know that thew new bill being created that they won't have another excuse in why not to pass Immigration Reform.
