Having attempted this process myself I can tell you that just because you have a college degree does not make you an officer immediately after officer training school. You have to be a citizen first! Also you would have to enlist first upon getting your PR then apply for OTS and pass an exam. I guess what I'm trying to say is its not as straight forward as it might sound. OTS is not the easiest place to get into either.
