He has the power to bring it up in the Committee he is chairman of. And then after some discussion and possible amendments, he can put it up for vote. He would need a majority vote in that Committee.

After that, It is Senator Reid's job to bring it up for debate. I think then you will need 60 vote to start Debate and adding amendments. Then after all that is done, you need 60 vote for cloture ( 30 hours max of debate).

So after you get your two 60 votes and the 30 hours is passed, you need 51 votes to pass the law.

I think that is how it goes ( take it with grain of salt ).

So in a way unless Senator Schumer doesn't start it, then it will not start.
