I don't understand what you're talking about. Do you mean the senate elections? The presidential elections are in 2012, and regardless they will definitely use any CIR passed between now and 2012 as a political platorm...
Both, immigration is a liability issue. No one party wants to pass it alone without the support of the other, that way they can point fingers to one another when it is brought up before the public on any given election. I'm no political strategist, but all bills are seen as just pieces of a chess board game. Most politicians agree that the right thing to do is pass immigration reform, however, they have to consider their respective constituency.
