Well this is i think what happened in the case of health care reform ( correct if i am wrong ).

Senate passed their version of the bill with 60 votes. House also passed their version with majority votes.

Then the bills went to be merged and compromised. But Brown won the senate race. So they lost their 60 votes.

So they decided instead of combining the two bills ( from house and senate), house would pass the senate bill. They would need to re vote only if the original bills had changed.

So House once more voted on health care reform ( The senate bill did not change, so they did not need to vote on it ).

However many people in the house side were unhappy with some of the stuff in the senate version. So they used the method you are referring to which is called Budget reconciliation to fix it.


To answer your question as why they can not do the same thing for CIR?
The Budget reconciliation only deals with budget issues. Budget reconciliation allows the budget related issues ( only budget) to be passed by the 51 ( 50+1) votes.

They can not use it to pass policies that are not related to budget.
