He could also stop speechifying about the matter and actually push for tangible reform, like he did with health care reform. He is supposed to be the leader of his party, which still has massive majorities in congress. This also should have been an issue where he could get bipartisan support, unlike everything else he has made a priority of.
Furthermore, he is better at enforcing than Bush is. He reminds me of a parent that keeps telling you sweetly how much they love you after repeated beatings outside of the woodshed.

Could it be that his priorities back then were different, and that to the American constituency whose approval he needs, healthcare, the deficit jobs and economic growth are more important than immigration?
I'm saying because to me it makes perfect sense. Half of America chokes and spits at the ideas Obama and the democrats come up with. He's not going to overwhelm them, he's going to work piecemeal, bit by bit till he manages to accomplish everything.
At least that's how I see it happening.
PS- There are rumors circulating that Obama met behind closed doors with Republicans about immigration. No cameras no reporters, nothing. He said "I know you guys have primaries coming up so you are too scared to support CIR. We can wait till 2011 if that will make it easier for you to give us votes."
Is that a good move or a bad one?
