I'm going to have agree with Majority Leader Reid on this one. From the voting records of Senators, it doesn't look like there are 60 votes to overcome a Republican filibuster for Dream stand alone (there is a majority in support though) but it could happen with border security amendments attached to it.
But if they do that, that will cause problems for CIR/path to legalization down the road if a hypothetical Dream/border security bill were to pass since the path to legalization will be left all alone.
