The answer would be no for this year due to elections,but considering it is a multi-year project for USCIS who can say for the future.It could also be used by the Administration currently to deflect any criticism that he didn't "try" something.The possibilities are endless.....but one thing is certain USCIS appears to be changing somethings what that is in the end no one knows........not even the policy makers.
