Ali-- to make story very very short. Bianca Catts, who is now 19 going on 20 in three months, was taken from abusive parents at five and put into a foster home. Three years later, the Catts adopted her, and Child Services informed them that appropriate paperwork was filed, processed and that she had become a citizen. Well, they screwed up and she's now in purgatory, trying to file for a U-visa (victim of crime). Her family has tried suing Oregon for its egregious mistake, and while the state did not deny that DHS screwed up, it threw out their case claiming that it was too late since the family waited until 2009 to file suit.
