Essentially, nothing is happening in the UC system partly because there is no leader per say that in charge of this. When the responsibility is so diffuse between student orgs, outside orgs, different universities, etc when nothing happens, no one is to blame.
That is why I proposing to have one person/one campus be in charge of dealing with the issue of finding sources of funding, and dealing with funding issues only, via agreements and collaborations between the UC System/Campus and outside entities.
I received word from a Vice Chancellor here (after me asking her to ask) that according to the UC lawyers in fact, a UC is allowed to dispense funds coming from outside so long as they are marked specifically for AB540 students/undocumented students. This is a change from a while back when I was told that not a single check could be written on behalf of the university. This means that a fund can be established within the university for AB540/undocumented students.
Now the outside entities that I have in mind firstly are Foreign Govts. The reason I say that is that Govts (Mexico at least for sure) actually give out a bunch of scholarships (that you won't find on MALDEFs list) to their citizens outside the country. Now, if direct contacts could be established and a formal partnership could be made, that would be great!
The idea would be to expand on this in a variety of ways but to keep the mission focused and the responsibility centralized!
So yeah this is not a DREAM ACT focused approach but a "let's find people who will help the students DIRECTLY" approach to things.
