The issue is that they know history, something like this was done in the Clinton administration to pass a controversial bill. And in the words of Ocean's Thirteen "[...] you don't do the same trick twice. You do different gag."

In any case getting back to reality, they do this they will know the reason they are doing this and they are worrying that the tactic might backfire in the following election or even when they bring it up it might ensure republicans are not willing to vote for the bill. Specially when Susan Collins hinted about a group she called the gang of 14 composed of 7 democrats and 7 republicans who in the past became a group to prevent what she considered unfair tactics from being used to force a legislation through.
