Sen. Dick Lugar (R-Ind.) said on Thursday he absolutely will vote for the DREAM Act. That should be of little surprise since he's co-sponsored several versions of the immigration legislation.

But earlier this week, Lugar's backing began to waver. That caused some consternation among DREAM Act advocates since Lugar had been the only definite GOP "yes" vote.

"He supports [the] Dream Act but doesn't like all the political games being played over it," Lugar spokesman Mark Helmke said in an e-mail Monday. "He is considering his options."

After Senate Majority Leader Harry Reid delayed a test vote on the bill Thursday, Lugar said he had been prepared to vote "yes." And he indicated he'll support the bill when Reid brings it up again later this month.

"I was going to support cloture this morning, and it was whisked away," Lugar said. Why? "It's beyond my pay grade. Harry gets to decide what he wants to vote on and what he doesn't.
