I highly doubt that they will return just to pass the DREAM Act.

Unless the nation experiences a national emergency and requires the Congress to act, they probably won't return. They will either finish everything before Christmas or delay remaining bills until the next Congress. In other words, if bills that are not important to the government operations do not pass before Christmas, they are dead until the next Congress.
