if 58 vote yey and 38 vote nay and 4 sit out the vote that is 58 + 38 =96 >>> 58/96 = 3/5th who voted.

Thats exactly why we didn't need 218 votes to win it in the house! we won it with 216-198 (1/2+) we were actually 17 votes above the needed! cause some reps didn't vote!
