this is exactly what the dems wanted. think about it. NOBODY wants IR or CIR for that matter. the dems were in a great position to play with the Latino community, get them on their side in order to get Obama reelected in 2012.

this bill has died for 10 years along bipartisan lines! pisses me off to think about political tactics and the lives of educated kids.
