He largely has won, however anemic and viatiated, most of the major reforms he ran on. CIR or any other immigration reform was never realistic till 2012 as the former chief of staff (Emmanual) pointed out in 2009 or high on his administrations priority.

The idea of overhauling the health care bill is in large measure empty rhetoric (enunicated by the likes of Boehner and others-- and they know it), except perhaps by trying this or that component as unconsitutional in the higher couts, for anyone remotely acquainted with the myriad of gridlocks and legislative barriers that have to be overcome.

But i take your larger point of suspending belief untill there is some evidence on which to base it upon other than expressions of sympathy and promises of action.
