You hit upon a critical point.
No, Florida was not hiring undocumented immigrants to fill state agencies.
Rick Scott executed this order so as to pander to his base. This is what republicans, and most politicians do. They solve nonexistent problems, and the masses, who are stupid, think something has changed.
However, Scott will be able to claim in 4 years when he is running for reelection that he curbed illegal immigration in the state.
