I don't see the logic in newly elected Republicans passing anything that remotely looks like pro immigration, but Bush as a Republican president himself spoke of a CIR plan in the first months of his re-election, so you can't say never a chance...
They will however have to eventually compromise between their electorate's hostility towards pro-immigration measures and the need to court Latino vote that although not that significant in numbers right now, may swing a tight presidential election.
