Why?
Securing the border has nothing to do with whether violence happens in nearby cities or not.
Securing the border means preventing people from crossing over to the US.
That's it!

It does NOT mean that the US government will go into Mexican cities and provide police services.

Those teenagers were unfortunately in the wrong place at the wrong time. The gunmen probably went trying to kill the owners/management of the car dealership. Perhaps, it was a case of extortion where an organized crime group tries to extort 'protection money' from a local business.

Also, Republicans know that it is practically impossible to 'secure the border' 100%. The costs of achieving that goal would far exceed any benefits gained from achieving that goal. That is why they promise to deal with immigration reform only after the border is 'completely secure', because they know it will never be 100% secure.
