Game of politics.
1. anti-illegal immigration bills pass -> anti-immigrants calm down -> politicians more willing to talk about CIR/DA
2. anti-illegal immigration bills don't pass -> anti-immigrants outraged & frantic -> politicians introduce more anti-illegal immigration bills -> stalls CIR/DA 10 more years

might have worked out better if these anti-illegal immigration bills have passed? I don't know. What do you guys think?
