It won't pass. And if it ever does, the feds will definitely block it. It's against human rights/children's rights to deny education regardless of their immigration status (aka "ban" them like this bill is proposing). The UN will do a close watch if this progresses, and since it's the world's most powerful organization, no one is ever going to wanna piss them off.
