Do you seriously think you can negotiate with them? The only way to get congress to do something is if there is a major shift in ideology, and thats what the president is attempting. I don't blame him for wanting a 2012 re election, everyone, even him have personal interests for political, or personal reasons.
You have no idea what an executive order on the issue of immigration would do. I agree that he needs to grow a stronger spine, and thats what he is doing. The President has the power to influence laws by talking to the people who elect the lawmakers. Texas is a big "R" in the country, if he can shift it with the hispanic vote, he would be able to do so much more.

This speech was useless IMO, he had a super-majority in the house and senate at one point and he failed to use it.
