I think we might see DA votting before 2013, but CIR/DA is only possible if Obama relected and Democrates hold majority in both chambers like they did in 2008 then it has good chances of passing through just like Health Care. Hopefully Obama will Push for it right after 2013 election and lern lession from Bush not to wait untill end of his presidency.
