Personally, I doubt I (INDIVIDUALLY) cost the state $20k per year. For example, my physics seat in my summer class would have been empty if I hadn't enrolled in the class.

Anyways, these are AVERAGES per student. Most individual students do not cost the state $20k. However, I do believe that granting financial (such as in Texas) to Dreamers will result in the state's loss.
