To be honest, I'm confused why we'd ask for work permits from a state. As Smooth, said only the Federal Government can give those since only it is in charge of immigration law. State DREAM Acts are steps in the right direction, but they lack the competency and jurisdiction to attain two crucial goals: work permits and conditional permanent residency.
