Why no fines?

Restrictions on travelling shows a Dreamer is serious about education and work.

Being undocumented is not a crime.

What does that tell about a Dreamer who has taxes left to pay? Moral character issue.

Personally I would be okay with language that says you have to keep out of trouble when you are given status, but I don't like punishing people for crimes they have already made good on, especially if they are minor crimes that probably resulted from being here illegally.
No language on taxes, even though I would not object to having somebody pay back taxes if they skipped out on them.

I would be okay with a provision for graduation in 6 years, assuming you could work to support yourself through school. Then again, I would not mention that as a possible bargaining point.

Well, this is all just a personal opinion, and like I said I would keep it as vague as possible, so I would not be specific even as those things I don't object to on your list.
