Sen. Marco Rubio (R-Fla.) is giving what is being billed as a "major address" on foreign policy Wednesday at the Brookings Institution in Washington.

Sen. Joe Lieberman (I-Conn.), who caucuses with Democrats and isn't running for re-election in 2012, is introducing Rubio.

"The senator will explore what Americans need to do at this juncture, abroad and at home, to adapt and prepare for the changing international environment in the years ahead," reads the release from Brookings.
