I've been reading many of these articles. And it was either this one or a different one that said that this would be a different type of non-immigrant visa. So who knows, Rubio may be considereing a military aspect to this bill. Being a republican bill it'd seems odd that it wouldn't.

Besides, when talking about the DREAM Act most news outlets focus on the college aspect before touching base on the military aspect. Hence all the bullshit the bill recived in 2010 when Democrats tried to attach it to the Defense Authorization Bill.
