Man, for a Phd, you basically get payed to study at that university. I've looked into getting one, but decided i can't stay committed that long. The phd is basically like a research degree in your field and the department of the university that you get your Phd from is funded. Universities get a ton of funding for researches etc, and you will get paid to research with the professors (basically a fellowship) and you'll also get paid for your living expenses, etc. You won't have to pay a cent to get a Phd, except like 4-6 years of your life You'll get paid from the money that the university gets for the researches, etc (a good university can accumulate millions of dollars).
