This is what he said back in 2011 at a cinco de mayo celebration. Up till now, he has made great progress in protecting the borders and enforcing the laws. What has he done up till now in pushing the Dream Act into law? In 2013, when the house republicans still control the house, he is going to say the same thing at the cinco de mayo celebration. He claims he can't sign an executive order to help dreamers legally stay here ( even thought it has been disputed by many immigration experts and a memo produced by his own administration). If Rubio's bill is reasonable enough and doesn't disqualify too many dreamers, the bill is simply going to do what Obama claims he can't do with an executive order. If he really "cared" about our plight, he would throw his whole weight behind the bill and use his bully pulpit and urge congress to bring it up for a vote. It's a win-win situation for him IMO because he can simply tell the latino crowd that he is supporting it only as a stop-gap measure till there are enough votes to pass the real dream act or CIR. If republicans in the house vote it down, he can then paint the GOP and Romney as extremely anti-immigrant since they can't even get their party to support a watered down version of a GOP dream act.
