I've been saying it for a while, but the kind of system that Rubio wants to implement simply can't work. He's trying to carve out an entirely new niche in the immigration system without any idea what he's getting himself into legally. For example: the whole bit about military service? Well, his DA bill would have to change the recruitment practices of all branches of the military because right now (iirc) you need to be at least a permanent resident to apply for military service. It also doesn't make any sense for the military to recruit people that may end up working in potentially sensitive positions if they don't have any ties to the US other than a "sort of" visa.
