Supporting and being able to pass shyt are two different things. Obama has proven he is not capable of doing the latter. Therefore, Executive Order is the only option he has. He is not going to have the necessary votes in Congress to pass CIR. Romney will not mention the word Immigration if he is elected let alone pass anything. Once again, this Rubio bill or EO are the ONLY two ways that could be adopted to move forward with immigration reform.
