Cali has 37,691,912 population, and AZ only has 6,482,505 based on the latest census (July 2011), so if you think about the ratio, AZ's 8.2 is really bad compared to CA's 11.
11% of the workforce don't have job.. this is a huge number. 3% is small, but anything more than 3 is big....
