Can he overrule a supreme court decision? No, if they uphold SB1070, then it is legal for all states to do it if they want. He can't do anything about that. And what you want is outside the realm of possibility in an election year, when he has to win states like Ohio and Iowa and North Carolina.

I get that he wants to win conservative & more independent or swing states but the problem with that logic is that although his inaction may get him some votes from those states, he may lose the votes from the minority immigrant community that he desperately needs in order to win in November.
Also like other members on this thread have stated, Obama can lawfully sign an EO that will provide us with Relief, it is within his power.
