Yes this article ends the thought of any Rubio dream act passing due to a few factors
1. The tea party in the house will shoot any dream act like bill with a bullet right there on the floor.
2. The Democrats clearly don't want to push this, but rather now broader reform, which obviously also won't go anywhere.
3. The economic crisis is worsening and is not going to lift out of stagnation any time so. Already there are estimate that the current economic crisis may be prolonged until the EARLY 2020S( a la a Japnese style lost decade effect). So accounting for that, immigration reform, or true progressive reform is years away, if not a decade. If they legalized Dreamers we would just add strain and demand to the job lines, and even more we would start competing with 'native" Americans.
4. President Obama and Republican leaders do not want to expend political capital right now to try to push a bill they see as doomed and as an emerging third rail of politics.
I think the dream movement in America is over or nearing death, it's in the hospital and I can already see flat lines. I don't have faith in Obama, for all the older dreamers I would begin making exit plans. The world beckons with grand opportunities and dreams.
