The notario is simply making a public service announcement. If you were a Dreamer who barely follows the DA/online developments and the news for whatever reason, wouldn't you happy if you walked by this notario and saw said sign, then went in and found out you could no longer be deported?

There is no proof beyond a reasonable doubt that the notario is, in fact, a scammer. So, don't go blowing smoke when there's no fire.
