I have a final order, and I'm hearing yes from one source and no from another. Am I missing something?
I wouldn't worry. This probably means you will have to wait maybe a little longer. But who knows, you will be able to apply in time after all because as you point out, we have been hearing those with final orders are eligible likewise. In fact, you should be first in line.
