I believe he could make a good switch when he was running for Senate, and he did something like that, but the timing that he chose also demonstrated that he was only pandering to the latino vote in hopes to look appealing to Romney as a VP pick that could bring the latino vote and is still on a similar page with many issues, including immigration.
Yes, he had meetings with immigrant youth organizations, and some people where hopeful, but those that had experience with the dirty game of policies from past experiences where a lot more cautious and called his bluff correctly, he backed down when Obama announced the deferred action and did not release the DREAM Act bill he was working on, which on many occasions he claimed had been written, but never released anything other than verbal statements about what it could probably contain.
