I personally believe he did it for votes and political reasons.
Remember, Marco Rubio was going to come out with a plan (STARS Act) before we had DACA.
The Obama Administration had deported the most amount of immigrants ever (more than Bush) during his time so far in office.
The problem with the election now is voter turnout. Obama had lost a lot of progressives and Democrats were polled as unenthusiastic about this election vs Republicans by a large margin. It only shifted recently after the DNC.
I think he did it in order to galvanize the Latino votes because he had not done ONE thing with immigration at all in his four years. I should add the Dream Act of 2010 was a good effort, but it was still a failure.
It's not that they would have voted for Romney, but they probably wouldn't have voted and that would impact several states that are within the margin of error (like Nevada, for example).
Romney has to win Nevada and other states so a lower voter turnout from Democrats only helps his cause.
