If you have a similar name to a convict, they might want to double check you are not him, which in turn takes more time. After this check you're turned into the staff. Some staff personnel are very slow so depending on who gets your case is another variable. Stop making "average days" threads look so useless by using the word "random." If they were random, we would have approvals that take 1 day and lesser of earlier applicants that did the biometrics, there is obviously a pattern there.
