I found the original bill, and that exact wording is not there. The original bill doesn't say ANYTHING about expiration dates. Not even those of the legal presence document.
"The department may issue an original driver's license to the
person who submits proof of presence in the United States as

social security account number or ineligibility for a social
security account number."
