Living in Ohio right now, I believe Ohio should be on the list too because of the Forever Buckeye program. This gives any students who graduated from any Ohio high schools an in-state tuition to any colleges in Ohio. You will also be consider Ohio resident. I didn't even know about this until like a week ago.
