Only party that stand to gain from CIR passage is GOP if they can take majority of the credit for passing it.
Dems don't have to pass CIR as Latinos have been in their pocket for every election.
If Dems let GOP take majority of the credit for CIR, then Dems lose Latino vote, thus Dems won't do it so that GOP takes majority of the credit.
If GOP can't take majority of the credit for CIR, then GOP simply won't do it.
Thus it is beneficial for Dems to not pass CIR, as they only stand to lose. While GOP stand to gain.
What will happen is same old same old, stall the bill nor never introduce it and blame the GOP for obstruction. It worked before and it'll work again.
